The requirement to write a research report on an executive branch agency pursues the class objectives 1) of familiarizing you with the goals and constraints which shape the behavior of presidents, political appointees, and career bureaucrats, 2) of familiarizing you with the requirements of serving as a responsible public administrator and as a public servant with expertise, and 3) of introducing you to the the substantive role of the presidency in the execution of the law. The Agency Research Report should be completed individually and should be a 500-1000 word report on the responsibilities, size, budget, and policy controversies managed by the agency to which you have been assigned. This report should NOT be on the parent department of your assigned agency.
Expectations 1. Provide a 500-1000 word report in paragraph format (not bullet points or an outline). 2. Name your agency (Office of Fair Housing and Equal Opportunity), its parent department (Department of Housing and Urban Development), and describe the scope of its responsibilities. Your Agency Research Report must be on your specific assigned agency, not your agency’s parent department. Report items oriented toward the parent department will receive no credit. 3. Identify the section of US Code which establishes your agency, as well as any other notable sections of US Code delegating authority to your agency. 4. Describe the top 5 appointed positions running the agency as listed in the Federal Plum Book, the persons holding those positions, and what their responsibilities are. 5. Using available information, describe the size of your agency and be sure to specify the FY 2024 estimated net budget authority for your agency. 6. Discuss any controversies involving policy implementation at the agency in recent years.
