To develop a good policy analysis paper, you should do the following:
Identify a specific policy problem and explain its importance (i.e. why government needs
to address the policy problem.) This introduction should lead to a strong thesis statement
that will guide your analysis through the remaining sections of the paper. Explain how
your analysis of the policy problem will lead to a set of concrete, well thought out
proposals that will successfully address the policy problem.
Provide a focused and brief overview of the background and history of the policy
problem. This discussion should be narrowly focused on how society has recognized
and defined the policy problem in the past, as well as what solutions (if any) government
has favored. It can incorporate how society has recognized and defined your selected
issue as a policy problem, and how agenda-setters have defined the issue for political
action. This section should not be an exhaustive history of your selected policy area, but
should instead include carefully selected cases from history that illustrate your argument.
Evaluate the successes and failures of prior policy solutions. Address how decisionmakers
chose to implement a specific public policy. Explain how decision-makers
formulated and designed public policy to address the problem. Explain how past public
policies succeeded and why and how they failed. Finally, identify both the intended and
unintended consequences of these past policy proposals. If nothing has been done,
explain how government inaction in your issue area has shaped the problem.
As a policy analyst, evaluate and critique current proposals to address your policy
problem. You may explain why you would endorse a specific set of policy proposals, or
you may critique these solutions and propose your own policy solutions. This section
should be based on a careful analysis of the policy problem. You should support your
critiques and endorsements with a factual and political analysis of why a public policy
will either succeed or fail to have the desired effect.
