1. Provide brief but straight to the point review of the two sides of the debate – “state rights” arguments and arguments in favor of the federal government’s involvement.
2. Original Intent of the Founding Fathers. According to the U.S. Constitution which government is in charge of the policy area that you’ve chosen? Identify specific clauses and amendments in the U.S. Constitution that divides the power of the federal and state governments in the policy area that you’ve chosen.
3. History. Find the earliest example when the federal government got involved with the policy issue that you chose. When did the federal government’s role started to expand at a rapid rate? In the last 10-20 years, has the role of the federal government grown or diminished? What about the state governments’ role?
4. Current situation: Discuss the power-sharing arrangement in the policy area between the federal government and states. Which of these powers are expressed, inherent, reserved, and concurrent powers?
5. What did you learn about the federal government in the process of your research that surprised you the most?
6. Briefly explain the fed. government’s argument to expand its role in the policy area of immigration.
7. Which Constitutional provisions does the federal government use to validate its argument?
8. Briefly explain the state governments’ position on the issue
9. Which Constitutional provisions do states use to validate their argument?
10. List 2 responsibilities/powers handled by the federal government within the policy area of immigration.
11. List 2 responsibilities/powers handled by the state government within the policy area of immigration.
12. Provide at least one example of the state and federal government cooperating on the issue.
