In preparation of your proposal/abstract, remember that your proposal should address the (related) topics of both papers. You are free to choose any city, district, or neighborhood, but if you are choosing a large city, you may want to narrow down the topic by selecting a specific element of the city. You are welcome to be creative in pushing the boundaries of defining your paper topics, but please just be clear about what you hope to do in your proposal. This is precisely the purpose of proposals.
Challenge yourself with your topic selections. Don’t choose policy issues that are clear and settled. Choose policy issues where there is a lively debate and compelling arguments on both sides. Policies certainly don’t have to be successful either; indeed, understanding why policies fail can be both more interesting and relevant.
During the course, we will be writing two papers: one on a place and one on a policy. This proposal should be an overview of both. Simply tell us what place and topic you will be looking at and the policy you will cover related to that place and topic. It can be very brief—it’s just to give us a sense of what you will be writing about in your two papers.
