Course overview and objectives: Although the human rights movement today is global in scope, for most of the life of human civilization, it has been a local issue if an issue at all. A legal concept born to ethnical concerns, it has often become an issue either via pragmatism in politics and political/economic expedience. Seldom, however, it has been prompted by ethnical/emotional concerns about fellow human beings. This has been changing as the latter is overtaking the former political/economic expedience as the main reason for stating and protecting human rights. This course concerns the historical development of norms, processes and institutions associated with the movement to protect human life quality and to secure freedom in a culturally diverse world. Both Western and non-Western, religious and non-religious approaches to awarding and protecting individual rights and those of minority groups before World War II will be reviewed and analyzed. This will be followed by reviewing and analyzing the efforts by significant persons, transnational and non-governmental organizations, and the United Nations and its subsidiary and affiliate organizations to establish a comprehensive human rights framework.
This course demands heavy involvement of students in class debates in order to impart clarity to their thoughts and conceptual development. It is a colloquium in all but name.
