The paper should reflect an understanding of the issue. What does that mean? The paper must have three elements.
(1) Have you discussed the political implications? In other words, who or what is in conflict about this issue?
(2) Have you discussed the economic implications of the issue? Who benefits and who loses financially? Have you discussed the financial or cost/budgetary implications?
(3) Have you discussed the legal implications?
For example, what statutes and major court decisions are related to this issue? Remember. Political, financial/economic, and legal. Think about those aspects of an issue as you read about it.
