When is a stop valid? What is its purpose?Explain

QUESTION 1:  Terry v. Ohio is an important case in law enforcement.  What did the Court say in this case, and why is it important?

QUESTION 3:  One night around midnight, while driving home from a birthday celebration at a bar downtown, you noticed that you were followed by a police car for several blocks.  Worried that you might have had a little too much to drink, you made a quick turn and tried to separate yourself from the police car.  Based on this fact alone (the quick turn), the officer immediately sped after you, turned on his flashing lights and siren, and pulled you over.  From your reading of Illinois v. Wardlow, was the stop valid?  Defend/explain your answer.

QUESTION 5:  Max was walking on the sidewalk of a neighborhood and was stopped by a patrol officer one night and was questioned for 20 minutes.  By the end of the conversation, where Max answered some questions, the officer arrested Max.  In court during trial, Max said he felt he was under arrest the entire time.  The officer denied this, saying this was furthest from his mind; he merely wanted to ask Max questions to determine whether he was a resident of the neighborhood.  At what point do you think Max was under arrest?  Justify your answer by using a reasonable person under the circumstances standard found in case law and the elements of an arrest.  Be sure to cite appropriate case law.
