Write a research paper addressing the question, “What distinguishes investigation from intelligence?”
A police intelligence report includes an analysis of a potential threat based on past crimes. In many
police organizations, this report is written by the intelligence unit. The goal of an intelligence report is to
predict a crime so that it could be prevented. Here are suggestions for the content:
Heading – A heading must be as precise as possible so it gives the reader a clear idea of the purpose of
the investigation.
Introduction – An introduction must give the reader a brief idea about what is going to be said in the
body of the report. An introduction should only be one paragraph.
Body – The body of the investigative report is a detailed descriiption of the analysis that has been
conducted including supporting graphs and charts.
Conclusion – The conclusion is a brief summary of all the points raised in the body of the report. The
conclusion should only be one paragraph.
Recommendation – The writer will often make a recommendation as to what needs to happen to
prevent the future crime.

Lewisville Police Department
INTEL BRIEFING
CONFIDENTIAL – FOR LAW ENFORCEMENT USE ONLY
Prepared: January 18, 2024
On Friday, January 19, 2024, Patrol officers responded to a residence off Highway 59 near I-20 on an Assault Family Violence call.
The complainant, Mrs. Luther, stated that her 35-year-old son, Lex Luther, assaulted her and then ran into the wooded area near their residence. Mrs. Luther had injuries to her head as well as a laceration in her back and multiple broken ribs from the assault by her son, Luther.
Lex Luther is a white male, 35 years old, with a shaved head, and weighs approximately 180 pounds. He was last seen heading into the woods near his home. Luther suffers from multiple mental health issues and has been mixing his medication with alcohol. Officers were informed that he often has fits of violence and hallucinations. Due to these hallucinations, he believes that officers want to kill him. Luther also cuts on himself when nervous.
Luther is highly intelligent and meticulous. Officers discovered evidence of multiple firearms and several crates of .223 ammunition. Officers also located documentation and diagrams for creating bobby traps and multiple maps of his property and the surrounding area. Luther is in possession of camouflage hunting gear and may intend to harm officers if he is approached or confronted. Luther also has a full-grown German Shepard that is trained to attack officers or anyone in uniform.
Luther drives a Green, 2023 Ram 4×4 with a TX LP that begins with ‘RSK’. The rest of the LP is unknown. This truck is parked somewhere on the property, and he may be on a four-wheel side-by-side going to the Ram truck.
Officers should take safety precautions when approaching or contacting Luther due to the high probability that he will be armed and not cooperate with Law Enforcement. Luther is aware that Officers were called to the location, and he may attempt to leave via I-20.
