Task Force on Political Change in the Arab World. The DNI has organized an analytical unit under the National Intelligence Council (NIC) to assess the impact of the political changes occurring in the Arab world. The task force has experts from all three all-source analytical agencies (CIA, DIA and State/INR) and representatives from all of the collection organizations plus the Coast Guard. The charge to the task force is to get ahead of today’s headlines and look longer term. The National Security Adviser has told the DNI that the President’s principal worries are the future of oil production, ensuring the freedom of international commerce, and cooperation in counter terrorism. The chairman of the NIC has indicated to the task force director that the countries of particular concern are Egypt, Saudi Arabia, the Gulf States, and Jordan. You work for the chairman of the NIC. She asks you to draw up the appropriate measures of performance and effectiveness for the task force.
