read the Yale School of Management Report about the reorganization of the NYPD under Commissioner Bratton, when he was here the first time. The Report is the last item in course documents. It talks about the dysfunctional department that Bratton inherited. He completely reorganized the organization, by giving commanders greater flexibility in decision making, but also held them accountable through the management process of Compstat. Compstat has become institutionalized and is the main process of measuring performance.
