In the United States, legislation has the potential to not only impact the design and delivery of total rewards, but also the supply and demand of the labor market. For example, in 1938, the passage of the Fair Labor Standards Act (FLSA) addressed child labor laws, minimum wage, and also solidified the 44-hour workweek as the maximum amount an employee could work. At the time, this legislation greatly impacted the output of products that many U.S. factories could achieve as they realigned their standards to comply with government policies.

Since then, many regulations and laws have been passed at the federal, state, and local levels in the United States, many of which are in response to identified trends in the economy and in society. For example, the Equal Pay Act of 1963, which focuses on reducing sex-based pay disparities, was created because of pressure from the feminist movement during the 1960s.
