The organization consists of numerous chapters. However, the board representation includes only 30 of the largest chapters. As a result, the national body has limited access to smaller, struggling chapters in its policies. This aspect of board representation needs to be altered. Additional seats may be introduced for the benefit of such chapters. Each additional seat may be used to represent the issues of several minority chapters. As a result, relatively equal representation will be achieved in the organization. This change in the board composition will enable the organization to tackle important issues such as funding and program homogeneity in the future. For instance, policies that may be rejected by wealthy chapters will be able to pass thanks to support from the small chapters.

Following an alteration of the board, the homogeneity of the organization should be developed and enforced. Firstly, the national office should develop new policies on funding. It should develop a new central pool of funds that are allocated for poor chapters. Collection of funds will still be carried out by the various chapters. However, they will be required to contribute additional funds to the national office, alongside the usual ‘membership’ dues. This will ensure that all chapters maintain relatively equal footing in the operation of programs. For example, they will be able to fund the employment of staffs.

Similarly, wealthy chapters will face a decrease in their independence from the national office policies hence homogeneity. Secondly, the national office should maintain sole control over the programs carried out. Local chapters should be encouraged to adhere to the set standards through systems of rewards and sanctions. Non-performing programs should not receive funding while the successful ones should be rewarded (Lewis, 2001). These policies will also ensure that the organization maintains its decentralized traditions while ensuring success in the future, through homogeneity.
